I fixed it!! Somewhere, somehow, my daughter was linked to sharing purchases with MY AppleID. She had to login to a MAC and go under settings, family share, choose her name and then change the AppleID associated with sharing purchases. Then I had to sign out of everything and restart everything, then sign back in. Voila!Settings > General > About > Name. Change the name. Then "Done" and retry.
